After the rescission period, a notarized acknowledgment is a legal finding of paternity. LB 935 adds a route for a person who believes he is the biological father to challenge it using qualifying genetic tests establishing his biological paternity and excluding the acknowledged father. For challenges filed on or after April 15, 2026, that challenger must also seek to establish paternity in himself; that additional condition does not apply to cases pending April 15. The challenger bears the burden and obligations are not suspended absent good cause. Other statutory grounds and requirements remain. These paternity provisions became operative April 15; other provisions of the omnibus bill have their own dates.
